President Thabo Mbeki will sign the Electronic Communication and Transactions Bill into law tomorrow. The bill includes a chapter about the control of the ZA (South African) domain on the Internet. The bill provides for government control of domain administration, instead of government participation which is contrary to international norms. Some of the chapters are technically, legally and logically flawed, creating loopholes which will affect the security of e-commerce in South Africa.
