					<description><![CDATA[I found it by searching for &lt;em&gt;Pennsylvania Alternative Energy&lt;/em&gt; and they had an ad on Google, so I&#039;m guessing that it&#039;s either US-wide now or soon will be.

I think the reference to California was just a side note about that...and California is often the leader in driving various industry policies across the US, particularly on an environmental level.]]></description>
